PA was engaged by Shenzhen Power to carry out the benchmarking analysis and propose high-level performance improvement plan. PA organized the work into three phases. In the first phase, PA held a series of workshops to introduce Polaris benchmarking metrics and some best practices with the industry. Through subsequent interviews with key operating staff and performance observations in the second phase, PA learned the current operating situations of Shenzhen Power and the challenges faced by the utility.
In the third phase, PA is going to conduct comprehensive and in-depth benchmarking analyses between Shenzhen Power and Polaris power utilities and identify performance improvement opportunities within the functional areas of customer services and transmission & distribution, as well as developing a set of tiered benchmarking metrics which not only reach the world advanced levels but also reflect operating characteristics of Chinese power utilities.
