Delivering ramp metering in the UK – the Highways Agency
The Highways Agency (HA) has been testing ramp metering (controlling the flow of traffic onto motorways) for some time. It was keen to see an accelerated delivery of ramp metering sites to help tackle motorway congestion and meet targets for improving journey time reliability.
Implementation of ramp metering requires liaison with a wide range of national and local stakeholders, each with their own interests, objectives and with very different levels of understanding of the technologies involved.
PA Consulting Group was asked to manage the delivery of 55 ramp metering sites across the UK over a two-year period. We provided a review of the methods for choosing sites, gave local teams the authority to manage their own implementations while meeting the required delivery timetable, and developed a stakeholder engagement strategy so that messages and communications were consistent, coherent and easily understood.
The 55 sites are now operational, helping to reduce congestion on motorways and making a significant contribution to the achievement of congestion targets.
